新冠疫情下泰国近期签证政策以及如何进行匹配

（本文仅针对截至发稿时泰国签证政策的分析）

新冠疫情发生后，泰国政府从安全出发而采取的较为保守的入境政策对旅游、商务、工作及留学这几类核心的外籍人员流通渠道产生了直接而广泛的影响。但随着中泰两国对新冠疫情的有效控制以及恢复经济的需要，泰国政府逐渐有针对性地调整入境政策，甚至颁布新的签证政策为入境创造条件。作为计划进入泰国的外籍人士，需要结合自身所满足的条件以及前往泰国的目的仔细甄别符合自己的签证类别和有效办理路径，以免匹配不当造成办理失败、不合规或产生不必要的开支。本文拟就泰国近期签证政策及应对方案作相对系统的梳理，以期对有需要的人士所有帮助。

整体来看，外籍人员根据入境目的来匹配签证类型仍是基本原则，但需要结合最新的政策来作匹配：

以赴泰旅游为目的：
（1）目前普遍适用的是9月15日泰国内阁通过提案新颁布的特别旅游签证（SpecialTouristVisa，简称STV）政策，该STV签证是针对除泰国籍之外的其他外籍游客入境的特别签证，允许外国游客入泰后停留90天，并可在签证到期后申请续签两次，每次90天，总共270天；需注意的是该签证仅作旅游目的，进入泰国后无法转Non-B非移民签证，更不能申请到工作证。
（2）10月15日泰王国驻厦门总领事馆发布的“关于旅游签证（TR）和非移民商务签证（Non-B）的通知”，从而为通过该领事馆取得普通旅游签提供了支持和依据。参考以往经验，通过普通旅游签进入泰国，并转Non-B非移民签证进而办理工作证是存在可行性的。
以赴泰商务活动（考察、交流、会议等）为目的：
（1）一般情况下，若相关人士在泰国尚无公司等经营实体，单纯开展商务活动的话，难以直接申请到商务签证。
（2）特别情况，即上述提到的10月15日泰王国驻厦门总领事馆发布的“关于旅游签证（TR）和非移民商务签证（Non-B）的通知”，为该领事馆直接办理赴泰联系业务或资产投资相关的非移民商务签证（Non-B）提供了支持和依据。
以赴泰工作为目的：
（1）普通公司：可先在泰国劳动厅申请W.P3临时工作证作为基础，进而为外籍员工在所在地的泰国使领馆申请Non-B商务签证提供支持。
（2）BOI企业：可通过BOI系统申请相关外籍员工的批准函，并以此为基础为外籍员工在所在地的泰国使领馆申请Non-B商务签证提供支持。
（3）IEAT企业：可通过IEAT系统申请相关外籍员工的批准函，并以此为基础为外籍员工在所在地的泰国使领馆申请Non-B商务签证提供支持。

此外，上述取得签证和工作证的外籍工作人员配偶或子女可相应申请Non-O依亲签证而进入泰国。

以留学为目的：
留学泰国的学生及其父母或监护人可依据泰国民航局6月30日发布的关于允许民航班机出入境泰国的相关公告，在所在地泰国使领馆申请留学签（Non-Ed）和陪读签（Non-O）。

以下将具体签证类型及匹配条件梳理汇总供参考：
